Explanation

A constitution is a state’s basic law: it sets out the structure of the state and the rights and duties of citizens, and other laws must not contradict it. Uzbekistan’s new Constitution was adopted by a nationwide referendum on 30 April 2023; the Russian Constitution was adopted by a nationwide vote on 12 December 1993 and amended in 2020. Contrastive conjunctions express opposition: «а» compares or contrasts, while «но» and «однако» (= но) introduce something unexpected. A comma always stands before these conjunctions: «Закон один для всех, а права у каждого свои».

Worked examples
«Конституция принята давно, но её нормы действуют и сегодня». «Но» introduces something against expectation.
«Один гражданин живёт в городе, а другой — в селе, однако права у них равные». «А» compares, «однако» contrasts.
Class activity

“Yes–but”. In pairs: one says the first half of a sentence, the other continues with «а», «но» or «однако».
