Explanation

In English houses the lowest floor is the ground floor and the floor above it is the first floor, so the English first floor is our second floor. A two-storey house has two levels; a block of flats is a building with many flats; upstairs and downstairs show the level. To say that something exists in a place use There is (one) and There are (many): “There is a kitchen downstairs. There are three bedrooms upstairs.” Question: “Is there a bathroom?” — “Yes, there is.” / “No, there isn’t.” Plural: “Are there two toilets?” — “Yes, there are.”

Worked examples
“Tom’s house”. Dear Rustam, I live in a two-storey house in Leeds. Downstairs there is a kitchen, a living room and a small toilet. There are three bedrooms and a bathroom upstairs. My room is between my sister’s room and the bathroom. There is a small garden in front of the house. Please write about your home. Tom
— Is there a garden? — Yes, there is. — Are there bedrooms downstairs? — No, there aren’t. They are upstairs.
