Объяснение
Condition answers «при каком условии? в каком случае?». A real condition is shown by «если» (or «когда») with a verb usually in the indicative: «Если есть интернет, мы можем позвонить родным». An unreal condition uses «если бы» + the past-tense form, with «бы» in the main clause: «Если бы у меня был планшет, я бы учился онлайн». In a simple sentence condition is expressed by noun phrases: «при наличии связи» (prepositional), «в случае отсутствия связи» (genitive), «без интернета» (genitive). The clause is set off by a comma. History: e-mail appeared in 1971, and the World Wide Web was created by Tim Berners-Lee in 1989–1991.

Real condition: «Если в доме есть связь, ученик может смотреть онлайн-урок». The verb is in the present.
Unreal condition: «Если бы сеть работала лучше, видео не зависало бы». «Если бы» + past, with «бы» in the main clause.

Why is «бы» needed in the main clause of an «если бы» sentence?
Because the result of an unreal condition is also unreal — the conditional mood appears in both parts.
