Explanation

Homogeneous parts are linked by a coordinating link. They do not depend on one another, answer the same question and refer to the same word: «На ярмарке продавали мёд, орехи и сушёные фрукты». They may be main or secondary parts. A homogeneous part with dependent words is called extended. The conjunctions form three groups: joining («и, да» meaning «и», «ни … ни, как … , так и, не только … , но и»), opposing («а, но, да» meaning «но», «зато, однако») and separating («или, либо; то … , то …; не то … , не то …»). Before a single «и, да, или, либо» there is no comma; before repeated conjunctions there is: «И утром, и вечером шёл дождь». Before opposing conjunctions there is always a comma. With paired conjunctions the comma stands before the second part: «не только умён, но и добр». Homogeneous attributes are said with an enumerating intonation and «и» can be put between them («ясная, тихая ночь»); with heterogeneous attributes one of them belongs to the whole phrase, so there is no comma: «интересная научная статья».

Worked examples
«Ветер рвал листья, ломал ветки и гнал тучи» — three homogeneous predicates; no comma before the last «и». «Он не только умён, но и добр» — a paired conjunction, comma before the second part.
Homogeneous attributes: «Над лесом стояла ясная, тихая ночь». Heterogeneous: «Мы купили красивый деревянный стол» («красивый» refers to the whole «деревянный стол»).
Class activity

“Comma: yes or no”. Sentences without commas are on the board; students raise a card (red — a comma is needed, green — not) and name the rule.
