Объяснение
The apostrophe sign (’) does not stand for a sound. After a vowel it makes that vowel a little longer: ma’no, e’lon, she’r, ta’lim. After a consonant it separates that consonant from the next vowel: san’at, jur’at, mas’ul, qat’iy. Do not leave it out in writing: ma’no is not written mano.

After a consonant: san’at (art), jur’at (courage), mas’ul (responsible). For example: Bu rassomning san’ati juda yuksak. (This painter’s art is very high.)
