Explanation

Executive power ensures that laws and the President’s acts are carried out in practice. In Uzbekistan it is led by the Cabinet of Ministers – the government. The government is headed by the Prime Minister; it includes the Prime Minister’s deputies, ministers, chairs of state committees and the head of the government of the Republic of Karakalpakstan. The Prime Minister is appointed on the President’s proposal with the consent of the Oliy Majlis. The government is answerable to the President and the Oliy Majlis. It prepares the draft state budget and ensures its implementation, pursues a unified policy in economy, education, health, culture and ecology, and takes measures for law and order and defence. Government resolutions and orders are binding throughout the country. The system also includes ministries, state committees, agencies and the regional, district and city hokimiyats. A hokimiyat is local executive authority: roads, water, school and hospital services and work with residents are organised at this level. The mahalla is not a state office but a self-government body, though it cooperates with the hokimiyat.

Worked examples
Building a new school: the government ensures funds from the budget, the relevant ministry sets the requirements, the district hokimiyat organises the construction. Three levels – one job.
If there is a drinking water problem, a citizen first turns to the mahalla or the district hokimiyat; if it is not solved, they may write to a higher office or the district prosecutor’s office. The appeal may be written or electronic.
Class activity

“Whom do I ask?”: the teacher reads five situations (scholarship, home repair permit, a traffic light that does not work, school building repair, a street lamp). Groups guess the suitable body (ministry, hokimiyat, mahalla, Public Services Centre).
