Explanation

State functions are the main directions of the state’s activity. They can be grouped in different ways: by space – internal and external; by duration – permanent and temporary; by legal form – making law, executing law and protecting law. Internal functions are carried out inside the country: regulating the economy, social protection (allowances, pensions), supporting education and health care, protecting rights and freedoms, property and nature, keeping order, running the tax and financial system. External functions are directed abroad: defence, diplomatic, trade-economic and cultural relations, and cooperation with international organisations. Uzbekistan has been a member of the United Nations since 1992. Functions are carried out through tasks: for example, the education function is realised through building schools and training teachers.

Worked examples
An internal function example: the state pays pensions to the elderly and benefits to people with disabilities – this is a social protection task.
An external function example: the state signs a trade agreement with another country or opens an embassy – these are diplomatic and trade-economic relations.
Class activity

“Internal or external?”: the teacher reads 12 situations (road repair, opening an embassy, guarding the border, a scholarship, supporting a book fair...). Pupils answer “internal” or “external”.
