Explanation

The President of Uzbekistan is the head of state, acts in the name of the state and ensures the coordinated work of the bodies of state power. The President is elected by citizens on the basis of universal, equal and direct suffrage by secret ballot. Under the current Constitution the term of office is seven years, and one person cannot be elected for more than two consecutive terms (before 2023 the term was five years). A candidate must be a citizen of Uzbekistan, at least 35 years old, fluent in the state language and have lived in Uzbekistan for at least 10 years before the election. The President takes office after taking the oath before the Oliy Majlis. Powers include: guaranteeing citizens’ rights and the implementation of the Constitution, taking measures for independence and security, signing international treaties, submitting the Prime Minister candidate to the Oliy Majlis, serving as Supreme Commander-in-Chief of the Armed Forces, and issuing decrees, resolutions and orders. When necessary the President may introduce a state of emergency or martial law, but the Oliy Majlis must confirm this. During the term the President cannot hold another paid post.

Worked examples
A presidential decree must not contradict the Constitution and the laws. If it is thought to contradict them, the Constitutional Court can review it – an example of the balance of powers.
A candidate aged 34 cannot run for President: the Constitution sets the age requirement at 35. Requirements aim to ensure the candidate’s experience and responsibility.

“Presidential powers”: pupils fill a three-column table: “As head of state”, “Related to the Armed Forces”, “Related to lawmaking”. At least one power is written in each column.
