Explanation

A source of law is the official form in which legal norms are expressed. In Uzbekistan the main source is normative legal acts. They are ranked by legal force: the Constitution stands highest, followed by constitutional laws, laws and codes, presidential decrees and resolutions, Cabinet of Ministers resolutions, acts of ministries and agencies, and decisions of local authorities. The Republic of Karakalpakstan has its own Constitution and laws, which must not contradict the Constitution of Uzbekistan. A lower act cannot contradict a higher one. International treaties recognised by Uzbekistan also apply as part of the national legal system. Custom and judicial precedent are not main sources here. Acts enter into force after official publication; they can be read in the national database Lex.uz.

Worked examples
If a ministry order contradicts a law, the law prevails and the order must be changed or cancelled.
A new law is published: it enters into force on publication or on the date it states, and usually does not apply retroactively.
