The limit prevents power from staying long with one person and increases accountability and the importance of elections.

In the oath the President promises to serve the people faithfully, obey the Constitution and laws, guarantee rights and freedoms and perform duties conscientiously.

Which has higher legal force: a law or a presidential decree? Give reasons.
A law is higher: a decree must not contradict the Constitution and the laws.
