Explanation
Wh- word + auxiliary + subject + main verb: When did the organization start? Where is its headquarters? When the wh- word asks about the subject no auxiliary is needed: Who founded it? (correct), Who did found it? (incorrect). Which asks about a limited choice, what is general, whose shows possession, how many goes with countable nouns and how much with uncountable nouns. The preposition can stay at the end: Which country does it work in? In formal style it moves forward: In which country does it work? International organizations: the United Nations (UN, founded in 1945, 193 member states), UNESCO (education, science and culture), WHO (health), the Red Cross. They cooperate for peace, health, education and development.
Worked examples
Which organization looks after children’s rights? How many member states does the UN have? Who works for the World Health Organization?
What does UNESCO protect? It protects world heritage sites, and Samarkand and Bukhara are on its list.

Why do we not use an auxiliary verb in “Who built the bridge?”
Because who is the subject of the sentence, so the question has normal statement word order.
