Объяснение
A dialogue is a conversation of two or more people; a monologue is the speech of one person. In dialogue, replies are often incomplete sentences («неполное предложение»): a member is left out, but it can be restored from the previous reply or the situation. A full sentence has all the necessary members. For example: «— Куда ты идёшь? — В библиотеку». The reply is incomplete but clear. Speech etiquette («речевой этикет») is the set of formulas for polite conversation: greeting, thanks, apology, farewell. On the phone, greet and introduce yourself, speak briefly and politely, do not call too early or too late, apologise for a wrong number, and say goodbye. In public places keep your voice low on a mobile phone and ask permission before taking a photo.

A short dialogue: «— Куда ты идёшь? — В библиотеку. — Зачем? — За новой книгой. — Когда вернёшься? — К обеду». Full form: «Я иду в библиотеку за новой книгой и вернусь к обеду».
On the phone: «— Алло, здравствуйте! Это Мадина, одноклассница Камилы. Можно её к телефону? — Здравствуй, Мадина. Сейчас позову». It has a greeting, an introduction and a polite request.

“Phone call”. Pairs act out a dialogue of 5–6 replies (asking about homework); the class judges how well the etiquette rules were followed.

Why are incomplete sentences natural in dialogue?
Because the omitted part is clear from the conversation; repetition is unnecessary and speech is short and natural.
