Explanation

Local government organises everyday services at city, district and regional level: education, roads, refuse collection, the fire service, culture, social help. In many parts of England there are two levels: County Councils, which run larger services such as schools, main roads and social care, and District Councils, which run local services such as rubbish collection and housing. In Uzbekistan there are local administrations (hokimiyats) and councils of people’s deputies at regional, district and city level. When we make a financial plan we use hope to: We hope to spend more money on public transport, because the buses are old. We hope not to spend so much on new signs. Describing a chart: The biggest part of the budget is education. Roads take a tenth of the money.

Worked examples
As councillors of a small town we hope to spend more on roads because many streets are in bad condition. We hope not to spend so much on parties and decoration.
Own budget: Education 50%, Roads 15%, Health and social care 20%, Environment 10%, Culture 5%. Education is the largest part. Culture is the smallest part.
