Explanation

To solve a problem we make an action plan. The plan answers questions: 1) what is the problem (describe the situation), 2) what will we do, 3) who will do it and whose help is needed, 4) how will we get support, 5) what things are needed. The steps are written as imperatives: Count the bins in the park. Take photos of the litter. Meet the park manager. Agree on a date for new bins. Check the park again after a month. In the presentation we use impersonal structures: It is important to + infinitive; It is necessary to + infinitive; It is (high) time we + past tense: It is high time we cleaned the yard (= we should have done it already). To get support we can talk to the mahalla, the newspaper and influential people.

Worked examples
Problem: the road near our school has big holes. Plan: photograph the holes, list the places, visit the district office, ask when the repairs will start, check progress every week. It is important to be polite. It is high time they repaired it.
If nothing happens, we will write letters to the local newspaper and collect signatures. It is necessary to have support from parents and neighbours.
Class activity

“Action plan”: groups choose a school problem (litter, noise, old desks) and write a six-step plan on a poster.
