§ 9. Spelling of prefixes
The prefixes «об-, от-, над-, под-, пред-» are always spelled in the same way: «отрезать», «надпись». In «раз-/рас-, из-/ис-, воз-/вос-, низ-/нис-, без-/бес-» we write «з» before a voiced consonant and «с» before a voiceless one: «разбудить» – «раскрыть». The prefix «с-» is always written with «с»: «сжать». Russian has no prefix «з-»: in «здравый», «звонок» the «з» belongs to the root. After a prefix ending in a consonant, «ъ» is written before roots beginning with «е», «ё», «ю», «я»: «разъезд», «предъявить». Before a root beginning with «и» we write «ы»: «безымянный»; the exceptions are «меж-», «сверх-» and foreign prefixes like «контр-, пан-, пост-, суб-, транс-» («межиздательский», «постиндустриальный»). «При-» means nearness, joining, incomplete action or completion of an action: «привокзальный», «пристегнуть», «приподнять», «приучить». «Пре-» means a very high degree («премилый») or the meaning of «пере-» («преградить» = «перегородить»).
