Explanation
10 objects make one ten. The numbers 11 to 19 are one ten and some ones: eleven = 10 and 1, fifteen = 10 and 5. 20 is two tens. When counting lots of things, it is easier to group 10 first and then count the rest.
Worked examples

With a ruler: 11 + 1 = 12, 15 − 1 = 14.
Class activity
Each child gets sticks. They tie 10 together with a rubber band to make a “bundle of ten”, then show the number the teacher says (e.g. 16) as a bundle plus single sticks.
