Practical lesson. Elections of deputies and senators of the Oliy Majlis
The election process is divided into stages. First the election date is set, districts and polling stations are formed and voter lists prepared. Then candidates are nominated: by political parties or in another way set by law. The commission checks documents and registers candidates. Before voting, candidates explain their programmes to voters – the campaigning period; the media should report impartially. On voting day the polling-station commission checks the voter against the list and issues a ballot; after counting, a protocol is drawn up and sent to the higher commission. Results are officially announced, and any objections are examined in the way set by law. Under the Electoral Code a citizen who is 25 on election day and has permanently lived in Uzbekistan for at least five years may stand for the Legislative Chamber; candidates are nominated by political parties. Senators, by contrast, are not elected by the population but at joint sessions of the deputies of the Jokargy Kenes and of regional, district and city Councils.
“School council election”: the class splits into a commission (3 pupils), candidates (3), observers and voters. Candidates campaign, a secret vote is held, the commission counts and writes a protocol.
