Local state power bodies
Local state power operates in regions, districts and cities and settles social and economic questions locally. The representative body is the Council of People’s Deputies; it consists of deputies elected by the population, considers questions such as the area’s development directions and budget, and adopts decisions at sessions. Local executive power is headed by the khokim: he or she organises the execution of laws and decisions of higher bodies, takes measures to ensure public order and safety and the rights and health of the population, acts as the official representative of the territory, receives citizens and considers their appeals. The President appoints the regional and Tashkent city khokims, and the higher khokim appoints district and city khokims, as the law provides; khokims are personally responsible for their activity and report to the Council. Under the 2023 Constitution the khokim no longer heads the Council: its work is led by a Council chairperson elected from among the deputies (the textbook says the khokim also heads the Council – that was the old arrangement). Council deputies are elected for five years.
