The answer depends on the project; each consequence should be given with a reason (noise, water use, jobs, traffic, etc.).

Why are long-term forecasts less reliable than short-term ones? Write 3 sentences.
The longer the time, the more factors act and the harder they are to know in advance; unexpected events can change the forecast, which is why variants are made.
