Объяснение
The tutuq belgisi (’) is a sign, not a letter. It is written inside some words: ma’no (meaning), e’lon (announcement), she’r (poem), san’at (art), a’lo (excellent). It is not the same as the mark in the letters o‘ and g‘: those marks belong to the letter itself, while the tutuq belgisi stands apart. We cannot leave it out, because the meaning would change.
