Explanation
The object of crimes against public safety is the life, health and safe living of many people. Breaking labour-protection rules occurs when an employer or responsible person fails to follow safety requirements and an employee’s health is harmed or he dies, and it is a crime regardless of the form of ownership. Breaking sanitary and anti-epidemic rules means violating quarantine, vaccination or sanitary requirements and creating a risk that infection spreads. Breaking fire-safety rules often results from negligence and leads to fire, harm to people or disaster. The subjects of these crimes are usually the officials or employees responsible for ensuring safety, so their fault can take the form of negligence. Important rules for citizens: follow safety instructions at work, know the right to refuse work in dangerous conditions, call 101, 102 or 103 in a fire or accident, and remember that children should handle fire, electricity or chemicals only under adult supervision.
Worked examples
Labour protection: a construction manager sent workers to work at height without helmets and a worker fell and was seriously injured. The manager may be held liable for breaking safety rules with the consequence that occurred; a worker should have the right to refuse work in dangerous conditions.
Fire safety: a warehouse owner stored flammable materials by the exit and the responsible employee neglected the inspection. A fire broke out and one person was poisoned. This is a breach of safety rules through negligence and may be grounds for criminal liability.
Class activity
Safety route: draw a diagram of school evacuation routes, mark the exits and write short steps for what to do in a fire; the practical drill is carried out only under a teacher’s supervision.
