Write one similarity and one difference between a legal norm and a moral norm.
Similarity: both are rules of behaviour. Difference: a legal norm is set by the state and backed by enforcement, while a moral norm rests on public opinion and conscience.

Why is the main aim of the state said to be serving the people? Write in 4–5 sentences.
The state derives from the will of the people, taxes come from the people, and power rests on elections and the Constitution; so bodies are accountable to the people and their task is the people’s benefit.

Explain “social contract” in your own words and name one weakness of this comparison.
The parties (people and state) take on mutual obligations. Weakness: unlike an ordinary contract, each citizen does not sign it individually.
