Final review (1): international, constitutional and administrative law
Law is a system of general rules set and protected by the state and binding on all; the Constitution is the basic law with the highest legal force. The current Constitution was adopted by referendum on 30 April 2023; under it Uzbekistan is a sovereign, democratic, legal, social and secular state; the text has 155 articles. Parliament has two chambers: the Senate (65 members) and the Legislative Chamber (150 deputies, mixed electoral system); the President is elected for 7 years and may serve at most two terms; khokims no longer chair the Kengashes. International law regulates relations between states; the UN Charter was signed on 26 June 1945 and entered into force on 24 October, with 51 original members and 193 now; Uzbekistan joined on 2 March 1992. The Convention on the Rights of the Child was adopted on 20 November 1989. Citizenship is a person’s stable legal link with the state. Administrative law regulates public order, administrative offences and punishment: administrative liability starts at 16, administrative arrest is up to 15 days in normal conditions and imposed only by a judge, and fines are set in base calculated values (BHM). The death penalty has been abolished since 1 January 2008, and the 2023 Constitution prohibits it.
