Why is the rule that no one may be President for more than two terms considered important for democracy?
Because it allows power to change hands and prevents it from being concentrated for long in one person.

Explain the difference between “state system” and “constitutional order”.
“State system” mainly describes how state power is organised; “constitutional order” stresses that the Constitution’s rules really work in life and that human rights are protected.
