Why is the “average annual number” used when staff numbers change during the year? Explain in 2–3 sentences.
Because the headcount on one day may be accidental; an average over the whole year smooths seasonal changes and gives a fair criterion.

The head of a small enterprise temporarily raised staff for 7 days. Does that affect the monthly average? Explain briefly.
Yes, but slightly: those 7 days enter the average with the other days, so the monthly average rises a little.
