In Russia the tsar’s power was unlimited, in Britain the government answered to parliament, in Germany the emperor appointed the chancellor and the Reichstag’s influence was limited.

Write the positive and negative results of the Stolypin reform in two columns.
Positive: a layer of private farmers grew and the home market widened. Negative: estates remained, resettlement was poorly organised, tension rose in the borderlands.
