Consumers’ rights and duties

Textbook: pp. 80–83
GoalKnows the consumer's main rights and duties, claims about defective goods, the advantages and drawbacks of advertising; explains what a barcode and a QR code are and calculates a barcode's check digit.
New words
consumer rights: rights of a buyer protected by the law on consumer protection · iste’molchi huquqlariguarantee (warranty): a seller's or producer's obligation to fix defects within a period · kafolatadvertising: informing consumers about a product to raise demand for it · reklamabarcode: a symbol of stripes and digits on a label that identifies a product · shtrix-kod
Explanation

Consumer rights in Uzbekistan are protected by the law “On protection of consumers' rights”. The main rights: to receive reliable and complete information about a product and its producer (price, date, shelf life, rules of use); to receive a safe product that does not harm health or the environment; to demand that a defective product be replaced, repaired free of charge, reduced in price or returned for a refund; and, when rights are violated, to apply to a court or the competent authorities. To consider a claim a document proving the purchase – the receipt – is usually needed, so keep it. Consumers also have duties: paying for the product on time, accepting a product made to special order, and returning a good-quality product being exchanged undamaged and with its label. Advertising is an activity that informs about a product and raises demand for it: it makes people aware of prices and novelties and encourages competition, but sometimes gives wrong information and prompts unneeded spending. The barcode on a product label has 13 digits: the first digits show the country code (478 for Uzbekistan), the next ones the firm and product, and the last digit is the check digit. A QR code is a two-dimensional code, read with a phone camera, that stores more information; be careful before scanning an unknown QR code and opening the link.

Worked examples
Zafar bought fruit juice at the market. The label shows the production date and shelf life; the date turned out to be expired – he has the right to demand a replacement from the seller, showing the receipt.
Barcode 478123456789 2: the sum of the digits in odd places is 4+8+2+4+6+8 = 32, in even places 7+1+3+5+7+9 = 32. Calculation: 32 + 3 · 32 = 128. The number that rounds 128 up to the next ten (130) is 130 – 128 = 2 – the check digit.
Class activity

“Reading the label”: each group gets a food package. They find the information on price, date, shelf life, producer and barcode and write it in a table.

Practice
1
Write three rights of the consumer.
2
Why should you keep the receipt?
3
Find the check digit for barcode 478246813579: the sum of digits in odd places is 34, in even places 30. Check digit = 130 – (34 + 3 · 30).
4
State two benefits and two drawbacks of advertising.
