The EU has a single market, a European Parliament and Commission and a single currency in 21 states; the CIS is mainly a body for consultation and agreements with few binding common institutions.

A referendum was held on 1 October and Spain’s Constitutional Court ruled it unlawful; on 27 October the Catalan parliament declared independence, Madrid temporarily took over the region’s government; other states did not recognize the independence.
