Why can winters in Tashkent sometimes be very cold?
Because cold air masses break in from the north — from Siberia and Kazakhstan — and no high mountains block them on that side.

Compare the maritime and monsoon climates.
In the maritime climate rain falls all year and winters are mild; in the monsoon climate rain falls in summer and winter is dry and cold.
